On 30 September, the Verkhovna Rada Committee on State Administration reviewed the draft State Budget of Ukraine for 2026 (No. 14000) and approved several proposals to strengthen the financial capacity of communities and support those affected by the war.

The Committee’s key decisions include:

to finance the construction of public buildings and structures through the Fund for Elimination of the Consequences of Armed Aggression, taking into account the safety requirements for civil defence structures;

• to allocate UAH 15 billion for the provision of housing for internally displaced persons;
• to increase funding for the State Regional Development Fund from UAH 2 billion to UAH 5 billion;
• to allocate over UAH 29 billion in compensation for destroyed housing;
• to provide support for social programmes for victims of war, including scholarship payments and measures to help them reintegrate into society;
• to continue the implementation of the reform of civil servants’ remuneration based on job classification.

The Committee has submitted its proposals to the Parliamentary Budget Committee for consideration.

Moreover, the Association of Ukrainian Cities, the Association of Amalgamated Territorial Communities and the Ukrainian Association of District and Regional Councils announced additional proposals during the meeting regarding the provision of necessary financial resources for local self-government in 2026. The issue of additional funding for the Central Election Commission was also proposed for consideration.
