In August 2025, the Ministry of Finance of Ukraine ensured the transfer of UAH 10.6 billion in interbudgetary transfers to the general fund of local budgets, which equalled the full amount of state budget funds planned for August.

Main types of transfers

• Base subsidy: UAH 2.1 billion (100 per cent of the planned amount);
• Additional subsidies: UAH 1.4 billion (100 per cent of the planned amount).

Financial condition of local budgets

As of 1 September 2025, the combined balances of local budgets and budgetary institutions’ general and special fund accounts amounted to UAH 175.5 billion, representing an increase of UAH 54.9 billion since the beginning of the year.

These resources enable local governments to:

• finance priority needs at the local level;
• support local programmes and initiatives;
• ensure the stability of budgetary institutions.

Analytical tools for transparency

The Ministry of Finance has introduced a ‘dashboard’, an analytical tool that allows for the rapid tracking and analysis of local budget financial resources. This improves the transparency and efficiency of community fund management.
