U-LEAD invites you to participate in a unique onboarding Training Programme "Steps for specialists. Onboarding into a profession"

If you are a rookie in local self-government, U-LEAD’s onboarding Training Programme "Steps for specialists. Onboarding into a profession" is a great point to start. Success in your new role requires understanding your client, clear communications, meticulous record-keeping, and a willingness to learn. Registration is open till 12 August 2025.

What is it?

“Steps for Specialists: Onboarding into a profession” is a comprehensive Training Programme designed for employees of local self-government bodies who were appointed on or after 01 September 2024, and who have not previously worked in local self-government (the Training Programme).

What is it about?

The Training Programme covers everything a newly appointed local government employee needs to comfortably integrate into his\her role and perform effectively, including:

  • the legal foundations of local self-government;
  • the specifics of local self-government activities under martial law;
  • the distribution of powers according to the principle of subsidiarity;
  • the legislative framework regulating labor relations in local self-government bodies;
  • approaches to human resource management;
  • building effective internal and external communications;
  • ensuring the stable operation of local self-government bodies;
  • the basics of the budget process, management of budget funds, and implementation of budget programs by executive bodies;
  • secure information processing practices;
  • prevention of professional burnout, and much more.

Who is it for?

For all newly appointed local government officials with less than one year of experience in local self-government bodies. 50 participants will be selected for the training through an open application process.

What makes this Training Programme unique?

This is an intensive programme that addresses pressing questions of professional practice, based on real-life cases. It combines theoretical and practical components and provides opportunities to improve skills and develop joint approaches while working in small groups to prepare decisions, draft HR documents, develop soft skills, and more.

After completing the training, participants will feel more comfortable and confident in performing their professional duties.

  • Duration: 5 weeks
  • Start date: 04 September 2025

Participants who will successfully complete the Training Programme, will receive certificates.

To apply, please complete the attached application form and send it to regops.u-lead@giz.de by 18:00 on 12 August 2025, indicating “Onboarding_2025. Name of the municipality. Oblast” in the subject line. The form should be submitted in MS Excel format.
