On 25 July 2025, a presentation of the analytical note “Application of the Industrial Parks Tool within Inter-Municipal Co-operation: The Case of Lviv Agglomeration” took place. The note highlights the opportunities that inter-municipal co-operation (IMC) creates for establishing industrial parks – modern centres of economic growth that foster investment attraction, job creation, and infrastructure modernization.
The material provides a detailed analysis of the current legal framework, government incentive mechanisms, and shares information about the experience of other European countries regarding IMC, as well as practical aspects of community interaction within agglomerations. Special attention is given to issues related to the distribution of tax revenues between communities and the formation of joint institutional capacity.
The note contains step-by-step algorithms for establishing industrial parks in partnership, examples of organisational co-operation models, and proposes possible approaches to overcoming legal barriers.
This material will be useful for representatives of local authorities, community leaders, and anyone interested in establishing effective regional development mechanisms through resource pooling and joint investment projects.
