It was highlighted by Nataliya Hnydyuk, the deputy head of the HOVERLA USAID Project, during the online-discussion of Draft law On the Local Self-Government Body Service.
According to Nataliya Hnydyuk, an integral constituent of draft law №6504 is a clear differentiation of powers between the head, the service head of the local self-government body and staff service head.
«A transparent competitive selection and clearly defined qualification requirements, staff reserve and annual assessment, as well as a comprehensive remuneration system are the draft law points, making it possible to establish a truly qualitative service of the local self-government bodies. The HOVERLA USAID Project understands that people are the basis of the municipality constitutional capability, that is why we will work with partners, the line Committee of the Verkhovna Rada of Ukraine and Associations of Local Self-Government Bodies for the draft law not only to be passed but also to be implemented locally», - claimed Nataliya Hnydyuk.
