School network enhancement assessment – a policy brief

The policy brief is aimed at offering the methodology of enhancement assessment locally, regionally and nationally. Two dimensions are proposed, particularly, changes in the local network of secondary schools (e.g., school closure or its status change from an autonomous school to a branch of a bigger school) and lowering the school degree (termination of teaching at the highest level of a secondary school, at forms 10-11 or at the basic level, at forms 5-9).

The policy brief is a continuation of the analytical support for the Ministry of Education and Science by the Swedish-Ukrainian project «Decentralisation support in Ukraine». Rural school efficiency has been considered in the report on 40 rural districts, prepared with support by Decentralisation support in Ukraine in 2016.
