The guidebook has been developed within the DOBRE USAID Programme, based on the outcomes of cooperation with 75 municipalities in 7 oblasts of Ukraine.

The guidebook is a hands-on tool for local self-government bodies and activists, eager to improve services at the municipality level. For this purpose a multifaceted tool has been offered — The plan of enhancing the service, the efficiency of which is based on a wide involvement of the general public at all phases of development and implementation.
