Transparent administrative services fees: why has the Verkhovna Rada taken a step backward?
In the early June the Verkhovna Rada of Ukraine accepted bill 3515 on regulating issues related to the subsistence rate formation in its first reading. It is worth mentioning that such a bill is really necessary as the need of updating the methodology of the subsistence rate formation emerged in Ukraine a long time ago. Social policy tools must be applied for their intended purpose. So, an increase in the subsistence rate must not entail the foreign passport, real estate registration and other administrative services cost growth.
However, irregardless of the general positive image, bill 3515 also contains dangerous norms, able to aggravate the current situation with charging fees for administrative services. Yevhen Shkolnyi, an expert of the Centre for Political and Legal Reforms, explains all the features of the bill in the material.
