The incumbent legislation involves establishment of the Office of Children’s Services for the purpose of ensuring children’s social protection, protection of personal, property, accommodation rights and interests in the municipalities on the territory of which they reside.

The village, settlement and town heads are personally responsible for the establishment of the Office of Children’s Services in a municipality to ensure the performance of all the functions, envisaged by the incumbent legislation in terms of children’s social protection.
