According to Frederik Coene, Head of Operations Section, EU Delegation to Ukraine, the solution to it is a new Law On the Administrative Procedure (bill №3475), introducing unified rules for all cases of cooperation between citizens and businesses and public authority bodies.

In Ukraine each public service sphere, and there are hundreds of them, has its own procedural rules. Such a fragmentary nature prevents from development, with services becoming more expensive and the public administration work getting less efficient. A new law on the administrative procedure must solve the problem.
