Decentralisation in Germany: What is a hromada capable of?

A hroada is the least administrative unit, jointly governed by the Hromada Council and the burgomaster, in Germany. A new part of the video blog "Discover Germany with Mykhaylo Malyi" reveals what hromadas affect and which budget they control, as well as the main key to German quality roads and unexpected problems faced by the castle owner.
