Redistribution of resources, authorities and obligations is an integral part of decentralisation. According to the legislation, rayon councils have to transfer joint ownership property to those hromadas on the territory of which the property is located. The property division into shares between several owners is unacceptable. The procedure and way of defining and specifically allotting shares of each co-owner of joint property are not stipulated by the law.
Rayon councils’ attention is drawn to this by the Ministry of Development of Communities and Territories of Ukraine, based on the data of monitoring the village, settlement, town hromada joint property transfer to territorial hromadas.
