On 28 January 2021 the Training Marathon on Good Governance was launched by the Council of Europe Project “Enhancing decentralisation and public reform in Ukraine” in co-operation with the Ministry for Community and Territories Development of Ukraine (MinRegion) and the National Agency of Ukraine on Civil Service (NAUCS). Its first training was devoted to the Human Recourse Management in local self-government authorities which was organised with the Council of Europe expert support.

Ms Natalya Alushyna, the Head of NAUCS, in her opening remarks highlighted that the Training Marathon and the joined forces of  NAUCS, the MinRegion and the Council of Europe for the professional development of local officials is very important, especially in view of the growing scope of municipal functions and powers in the framework of decentralisation reform and the significant renewal of local officials in municipalities after the last  local elections organised on the new territorial basis.

The state should pay special attention to the issues of further professional growth of local officials and councillors. The development of territorial communities and the state as a whole will depend on their professional level and individual competencies, underlined Mr Serhiy Sharshov, the Head of the Department of local self-government and territorial organisation of power of the MinRegion.

The set of trainings of the Training Marathon on Good Governance aims at the strengthening institutional capacities of local authorities to deliver better services in the framework of decentralisation using the best national and European practices and the Council of Europe standards and tools related to local self-government, decentralisation and public administration reforms.
