Clear rules of solving administrative and territorial issues will be defined legislatively in Ukraine. These are the basic pillars of administrative and territorial arrangement, the procedure of forming, liquidating, defining and changing borders of administrative and territorial units and residential areas.
On January, 27 the Government approved of the draft of Law On the Procedure of Solving Administrative and Territorial Arrangement Issues of Ukraine – a decentralisation law draft, prepared by the MinRegion in cooperation with all the reform participants.
According to Vyacheslav Nehoda, Deputy Minister of Development of Communities and Territories of Ukraine, the draft determines clear procedures of solving issues, related to the state administrative and territorial arrangement, and finally, cancels the currently incumbent Decree of the Presidium of the Verkhovna Rada of the Ukrainian SSR On the Procedure of Solving Issues of Administrative and Territorial Arrangement of the Ukrainian SSR as of March, 12, 1981.
