Almost all local budgets have been passed and it has become obvious that rayon budgets have no money to maintain cultural, health care and other socially important establishments. That is why rayon councils may be interested in as quick as possible transfer of such establishments to the hromada level, having obtained new authorities and financial opportunities.
It was emphasized by Vyacheslav Nehoda, Deputy Minister of Development of Communities and Territories of Ukraine, during the online-meeting with regions. Today such meetings are taking place for the Kyiv, Vinnytsia, Transcarpathian and Lviv regions with a low rate of property transfer to hromadas yet.
«Property transfer\acceptance is expected to have been completed by the end of the current month all over the country. Of course, the law makes it possible to transfer establishments and institutions by July, 1, 2021. But what will be the source of their funding meanwhile? Rayon budgets all over Ukraine comprise from UAH 50 thousand per year, it is not sufficient to fund even the rayon council functioning. That is why rayon councils have to understand their responsibility for establishments and staff functioning, that have to be funded from these poor budgets in case of the process delay», - claimed Vyacheslav Nehoda.
