The newly elected hromada councils having acquired authorities, establishing an executive body structure has become one of the most important issues. These bodies are established by village, settlement and urban councils to perform executive functions and authorities of local self-government bodies. The list of issues to be solved by village, settlement and urban councils exclusively at their plenary sessions is determined by article  26 of the Law of Ukraine On the Local Self-Government in Ukraine.

If an education department has been established as a structural division of a council staff, the budget holder functions are performed by such a local council head.

 If an education department has been established as a separate structural division of a council staff, having the status of a legal entity, the budget holder functions are performed by the education department head.
