In the Verkhovna Rada of Ukraine a group of people’s deputies has registered Bill №4535 on amending some laws of Ukraine in terms of starosta institute development.
According to people’s deputy Vitalii Bezghin, a bill author, it is a technical but necessary bill, stipulating that a starosta post doesn’t belong to the executive committee anymore but has a wider range of authorities – particularly, a starosta is guaranteed to make speeches at the executive committee, council meetings, other bodies, established by a hromada council.
Under the bill, a hromada head is obliged to discuss with the hromada all candidates for a starosta post, thus, public consultations will be mandatory.
