Pension services at ASCs: Why are they necessary but difficult to be provided?

An ASC is an integrated service office for all people due to their needs. An ASC can be an efficient place to provide pension services and distant expert consultations.

Electronic services accessibility can also be improved.

1469 territorial hromadas were established in Ukraine. According to the legislation, in a couple of years an ASC shall function in each of them.

However, currently some system problems are a considerable obstacle for pension services to be integrated in ASCs:

  • The form of cooperation between the Pension Foundation of Ukraine and local self-government bodies, having or establishing their own ASC, has not been regulated yet;
  • the Pension Foundation of Ukraine has not defined a list of administrative PFU services and confirmed typical information cards for such services.
