The guide book has been developed within the UNO Recovery and Peacebuilding Programme, funded by the European Union. The model represented in the guide book is a step by step, well-reasoned methodology, supported with practical solutions. It may be interesting and useful for administrative officials, deputies and public characters. The provided materials have to become the basis for the local potential to be enhanced within creating a capable, efficient and transparent local financial management system, aimed at economical and social development.
