Свого часу у 2015 році в Львівському Офісі реформ ми практично розробили програму моделювання громад, але не в Excel, а в Access, що дозволяло мати значно більший функціонал, мати багатоваріантність громад з одним адміністративним центром, дозволяло зберігати різні версії та комбінації і т.д.

A model is useful, but the inadequacy of the criteria and relevance to defining capable communities is a real problem for further merging. Without a more defined criteria that is relevant and based on objective data is of little use for making these decisions. Does this model do that?

Andryan Fityo, дані по населених пунктах станом на 01.01.2019 (тобто за 2018 рік). Це зумовлено тим, що поки немає всіх офіційно розміщених та оприлюднених даних за 2019 рік. Відповідно населені пункти будуть актуальні станом на 01.01.2019. Якщо деякі населені пункти до 01.01.2019 опинились в складі нової ОТГ, то потрібно шукати відповідну ОТГ (показники по потрібних населених пунктах будуть в складі показника по відповідній ОТГ).

Оцінка рівня спроможності громад по інших критеріях можлива і проводилась експертами (до 9 критеріїв), але для забезпечення єдиного підходу було використано офіційно затверджені критерії.

Eugene: Thanks for your comments. Was I was referring to is the standard that is applied to these criteria to determine should the amalgamation occur. For example, criteria one is the number of population in the territory of the unit. What is the cutoff for this criteria. Is it above 5,000 population. The reason I bring this up is that according to the data I have seen there are quite a number of amalgamated units that are under 5,000 population. If this is the case then these units are unlikely to be capable. I don't really know what the number of students means in relation to the capability of the amalgamated unit. Area of territory should be a population density criteria of so many per sq. km. There has to be a standard applied to each criteria as a test of the capability of the unit. I don't see this in the criteria presented.
