Ministry of Social Policy introduces a new social service model in the regions, informed Yulia Sokolovska, Minister of Social Policy, at the meeting of the Association of Amalgamated Hromadas. The new model is that the approach will change: “financing not institutions but services”. In other words, the Ministry will actually purchase services directly from local authorities. For this, the budget of 2020 provides UAH 150 million.

“From next budget year, we have envisaged UAH 150 million to provide convenient and accessible services to people in hromada. We will open the front offices on the ground and will pay for each receipt of documents. The front office function will be outsourced to ASCs, banks or private providers. The practice of financing services rather than state institutions has been successful in many European countries. Such a model will make the use of funds for social services effective, and the services themselves – quality and closer to people,” Yulia Sokolovska explained.
