35,000 residents of the Trostyanetska amalgamated hromada and the whole rayon will now receive 143 administrative services at the modernised joint Administrative Service Centre.
Visitors will be able to obtain civil acts registration services, register their place of residence, use social and other necessary administrative services in the two-storey building of the Centre, reconstructed by the hromada and equipped for the needs of people with disabilities. A remote ASC administrator workplace will be set up in Kamianka village, delivering even notary services to the residents.
Nadia Bilenko, U-LEAD with Europe expert, noted: “We are used to dividing ASCs into two types: joint and conventional. But such a division exists only in statutory documents, laws and acts. In fact, every Centre established or modernised with the support of the Programme is both unusual and joint at the same time. It is unusual because of new furniture, modern appliances or good interiors. It is unusual because of the desire of the ASC team to learn, grow and provide better services. And it is joint due to the work of dozens of people who together have established a modern, accessible institution that starts working today for the hromada and neighbouring residents.”
The Trostyanets ASC team consists of twelve staff members who have completed five module training course. The training programme was developed by the Ukrainian and Swedish experts. Each module includes training on business ethics, gender equality, the role of local governments in providing administrative services to residents, and other important topics.
The U-LEAD with Europe Programme equipped each of its twelve workplaces, including remote administrator workplace, with new furniture and state-of-the-art IT equipment.
“The Trostyanetska hromada is developing extremely fast. The ASC has become the tenth modernised site on hromada’s territory over the last year. Today's opening became possible through the joint efforts and work of the ULEAD with Europe Programme, the rayon authorities and the hromada. We have received an extremely rewarding experience that we are now happy to share with our neighbours,” emphasised in his speech Yuriy Bova, head of the Trostyanetska AH.
Support for the Programme is ongoing and soon the Centre staff will have access to “Vulyk”, a modern software complex for the automation of the ASC’s work, developed by the EGOV4UKRAINE project within the framework of U-LEAD with Europe. Each employee of the ASC will undergo a training on work with “Vulyk” system.
By the end of the year, two more Administrative Service Centres will be launched in the Sumy Oblast with the support of the U-LEAD with Europe Programme.
