24 Ukrainian rayons are fully covered by AHs. Of these, there are 4 rayons in the Dnipropetrovsk, Zaporizhzhia and Khmelnytskyi Oblast each. Another 165 rayons are covered by AHs by 50% or more. 198 rayons have less than 50% coverage.

But 78 rayons have no AHs formed yet. Most of such rayons are in the Kharkiv Oblast – 12, Odesa Oblast – 10, Kyiv Oblast – 9, Kirovohrad Oblast – 9, Vinnytsia Oblast – 6, Kherson Oblast – 5, Donetsk Oblast – 5, Zakarpattia Oblast – 4, Lviv Oblast – 4.

In total, 6389 local councils remain outside the process of capable hromadas’ formation.

The Zhytomyr, Dnipropetrovsk, Khmelnytskyi, Chernihiv and Zaporizhzhia Oblasts ranked as leaders of capable hromadas’ formation. The last positions of the ranking are represented by the Kirovohrad, Zakarpattia, Vinnytsia, Kyiv, Lviv Oblasts.
