Ukraine is moving towards the logical conclusion of decentralisation and full-scale implementation of the local self-government reform.
This was emphasised by Alyona Babak, Minister of Development of Communities and Territories, at a meeting in Kyiv with representatives of all-Ukrainian local self-government associations. At the meeting, the Concept of Amendments to the Constitution of Ukraine and the priorities of the Government regarding the formation of local self-government were presented.
Alyona Babak focused on the process of voluntary amalgamation of hromadas, emphasising that such amalgamation makes sense when an AH is truly capable.
“The whole territory of Ukraine should be covered by hromadas with equal powers and resources to exercise them. Amalgamation on the principle of capability should be the basis for the country's economic growth,” the Minister stressed.
