Roman Khondoka is a starosta from the Zabolottia village of the Varaska amalgamated hromada. A teacher by profession, he worked at the Zabolottia secondary school. In 2015, he ran for the village head and won by a large majority of votes beating more experienced rivals. He is currently taking the course of public administration at the National Academy for Public Administration under the President of Ukraine.

Since 1 November 2018, the village has become part of the Varaska AH through accession, i.e. without re-election to the city council. It was Ukraine's first experiment for simplified amalgamation of hromadas. The village head here is fulfilling the powers of starosta.
The village of Zabolottia has more than 1300 residents. All infrastructure - heating, lighting, and sewage system - is closely linked to the nuclear power station or city utility networks.
