On 19 August, a new Administrative Service Centre was opened in Popilnya village of the Zhytomyr Oblast. Due to the U-LEAD with Europe Programme’s support, the ASC has integrated a wide range of services and will provide more than 150 services to 16.6 thousand hromada residents, including those most needed in the AH: social and retirement services, land and local services, residence, business and real estate registration.
In addition to the new ASC, the hromada will also launch a remote administrator’s workplace in the village of Khodorkiv to provide more than 90 types of services, including civil acts registration. In addition to institutional support for the establishment of an administrative service delivery system in the hromada, the Programme provided furniture and appliances for 7 workplaces in the main ASC and a remote administrator’s workplace.
The Popilnyanska AH repaired the premises in accordance with the design project of the Programme on its own, equipped ASC and remote workplace for the needs of people with disabilities. The Centre also has a children's area and citizens’ reception area.
The ASC of the Popilnyanska hromada was one of the first in Ukraine to receive “Vulyk” modern software complex for ASC’s work automation, developed by the EGOV4UKRAINE project, which is implemented within the framework of the U-LEAD with Europe Programme. All ASC employees have undergone advanced training specifically designed by Ukrainian, Swedish and Estonian experts of the Programme.
Susanna Dellans, Project Manager of the U-LEAD with Europe Programme’s support to administrative service delivery, noted: “We are delighted that, through partnership and fruitful cooperation with such an active hromada as the Popilnyanska AH, more and more Ukrainian residents are getting access to quality and comfortable administrative services. I believe that the new modern ASC, as well as its remote workplace in the village of Khodorkiv, will become not only a place to receive all the necessary services, but also a centtr of positive change and hromada development.”
Oleh Mozharivskyi, head of the Popilnyanska AH, expressed his gratitude to the partners: “Thanks to cooperation with the Programme, our hromada established a modern and comfortable administrative service delivery, where residents will be able to receive high quality services in a comfortable way. In addition, training sessions from Programme experts helped the ASC staff to improve their skills and get acquainted with the best practices in the field of administrative services. I am convinced that our hromada will show great results and that we will continue our fruitful cooperation with partners.”
It should be mentioned that within the Roll-Out Phase of the U-LEAD with Europe Programme’s support to improved administrative service delivery, up to 600 ASCs will be established and modernised in the hromadas of Ukraine by the end of 2020.
