
The first simulators of the budget of amalgamated hromada, school and healthcare institution were created in Ukraine. These are online tools similar to the state budget simulator. The pilot version was developed for the budget of the Tsarychanska AH (Dnipropetrovsk Oblast). CASE Ukraine worked on the project with the support of the DOBRE Programme and the Bureau of Democracy, Human Rights and Labor Affairs of the United States Department of State.
The AH budget simulator has "revenue part", "expenditure part" and "project proposals” sections.
Simulator users can enter sections of individual institutions, see how much they spend and on what, adjust the total amount of expenditures, make changes within the same direction (for example, the number of children per teacher at school).
The tool is especially relevant, since due to decentralisation local budgets began to receive much more powers and resources. This creates new challenges and new opportunities.
Budget simulators of a school and a medical institution – that are also designed for the Tsarychanska AH – allow to see the distribution of expenditures within a single institution.
Upon completion of the pilot project, it is planned to introduce the tool in 10 more amalgamated hromadas.
