Civil budget or participative budget is the tool that enables hromada residents to implement their ideas for the development of their settlements. This tool is popular among the amalgamated hromadas of Chernihiv oblast. For instance, Sosnytska AH has been adopting a participate budget for the third consecutive year. This year, head of the hromada Andriy Portnyj presented the best implementation practices for the participative budget in hromadas at an international conference in Berlin. Koryukivska hromada actively engages its residents in the participation processes as well.

Most hromadas in Chernihiv oblast are already developing the necessary regulations and plan to use this tool of citizens’ participation.
