On 7 December, the President of Ukraine signed the Law of Ukraine “On the State Budget of Ukraine for 2019” (No. 2629-VIII of 23.12.2019). The experts of the financial monitoring group of the Central Reform Office at the Minregion comment the law in regard to the local budgets and the inter-budgetary relations in the coming year.

The local budgets are based on the key macro-economic expected figures of the economic and social development of Ukraine for 2019 approved by the Decree of the Government No. 546 of 11.07.2018, including:

• Nominal GDP – UAH 3 946.9 billion;
• Growth rate of the real GDP – 103 %;
• Consumer price index – 107.4 %;
• Salaries for employees and military personnel – UAH 1 194.6 billion.

The state social standards for 2019 shall be as follows: 

• Minimum wage – UAH 4 173;
• Salary of the 1st grade according to the Unified Tariff Plan – UAH 1 921;
• Living wage per person per month: starting from 1 January 2019 – UAH 1 853, starting from 1 July 2019 – UAH 1 936, starting from 1 December 2019 – UAH 2 027.
