Getting to ASC in 30 minutes - MinRegion has announced plans to bring administrative services closer to people
Administrative service is first of all the face of authorities. We have started to decentralise administrative service sphere since the very beginning of the reform in 2014. This is one of the first powers transferred to local self-government bodies. Now there are 775 ASCs of different formats throughout Ukraine, of which 123 – in AHs, emphasised Hennadii Zubko, Vice Prime Minister – Minister of Regional Development, Construction, Housing and Communal Services of Ukraine at the joint presentation of the manual on ASC establishment in AHs with the EU representatives.
"Our goal is to make the administrative service a modern, convenient, fast, transparent service, with a 30-minute accessibility absolutely for everyone. We set an ambitious goal – by the end of 2020 to established another 190 ASCs throughout the country. And in this work, our European partners from the U-LEAD with Europe Programme are assisting a lot,” noted Hennadii Zubko.
The Vice Prime Minister said that today's presentation of the manual is a professional assistance to the regions on how to establish and develop a modern ASCs in AH. "This is a route map for AH leaders. There is everything from location selection to workflow algorithm, service list and recruitment. The main goals are accessibility, speed of service delivery, high quality of service. The European standards, modern state construction norms and best practices were applied. The centres will have a state-of-the-art look, comfortable conditions for the personnel, barrier-free space, a multifunctional environment and, of course, will be energy-efficient,” Mr Zubko emphasised.
The official expressed his gratitude to the European partners – Sida, the U-LEAD with Europe Programme, who joined the development of the ASC network strategy. "This applies to all three areas of work: creation of small, medium and large Administrative Service Centres. The mobile ASC, which has been already working in the regions of Ukraine, made administrative service maximally close to the population. At the moment, we are working with Estonian counterparts on the development of the Trembita IT system, which will allow the exchange of data between the CEBs, local governments and ASCs. The algorithm of its work is as follows – a person files a request to the system and the ASC itself must provide all the necessary information from the registers. This is our goal by 2020.
