Community-led Inclusive Recovery (CLIR) is an initiative to support territorial communities in sustainable, inclusive, social and economic recovery. The initiative is implemented by the international technical assistance project "Support to Ukraine's Government Reforms" (SURGe), which is implemented in Ukraine by Alinea International and funded by the Government of Canada. 

CLIR is a member of the Community Support Team, a project of the Ministry of Communities, Territories and Infrastructure of Ukraine aimed at supporting local communities in planning and preparing recovery projects.

Our vision: To assist in rebuilding Ukrainian communities by implementing the best economic, social, and inclusive practices.

Our mission: To promote community leadership in recovery and development.

The initiative's experts will provide support to local communities in inclusive recovery and strengthening their institutional capacity. A special feature of CLIR is the selection of community-based teams with the involvement of local experts to build capacity and keep experience and knowledge on the ground.

 

THE AREAS OF CLIR`S ACTIVITY AT THE LOCAL LEVEL:

• Strategic management and planning;
• Expert and methodological assistance in the preparation of projects and proposals for cooperation;
• Social services development;
• Expert and methodological assistance in the development of plans, programs, and strategies for recovery and growth;
• Establishment of partnerships and coordination assistance in cooperation with international organizations and ITA projects;
• Expert and methodological support in attracting external investments;
• Communication support;
• Collection and analysis of community data;
• Expert support in the preparation and implementation of recovery projects;
• Implementation of the principles of sustainable development;
• Legal support for the recovery process, etc.

CLIR's priorities are to build community capacity and encourage civil society to be directly involved in the recovery process, analyze and prioritize key needs, and support strategic planning and project management.

During the pilot stage of the initiative, CLIR plans to select up to 10 communities for cooperation.
