PROSTO «SUPPORT TO SERVICES ACCESSIBILITY IN UKRAINE»
PROSTO "Support to Services Accessibility in Ukraine" is a Swedish-Ukrainian project to support decentralisation. The project works at the local and national levels to improve service delivery to the residents of Ukraine.
The project focuses on supporting hromadas in establishing and modernising ASCs, improving access to services for residents, and establishing a dialogue between residents and hromada leaders. The main areas of the project are:
Expert support - providing expert assistance to hromadas in establishing or improving ASCs, increasing the number and quality of services.
Legislative support and advocacy - assistance in improving legislation and public policies to improve the accessibility and quality of of administrative services in hromadas.
Training programmes and experience exchange - conducting trainings for hromadas leadership, management and staff of ASCs to strengthen capacities to provide services to hromadas residents more effectively. In addition aspects of business ethics and gender equality are included
Citizens engagement and information sharing- support local local government's to enhance the capacity to inform about ASC services and engage residents in democratic processes in the hromada.
Support for the development of starosta districts - support to local authorities and strengthen the ability of starostas to provide quality services to residents even in the most remote settlements of the hromada.
Crisis support - support to de-occupied and affected hromadas and ACSs in restoring service provision to residents.
PLANNED RESULTS
Increased involvement of hromadas political leaders in improving access to services for residents, including work with starostas, inter-municipal cooperation, and different models of ASCs.
Improved capacity of ASC staff to provide services to hromada residents in an efficient, high-quality, gender-sensitive and inclusive manner.
Enhanced level of citizen engagement in democratic processes in the hromada, strengthened dialogue between local authorities and the hromada, increased participation and demand from the public for service delivery.
Strengthened voice of hromadas in the development of administrative services at the national level, and it is reflected in advocacy documents and legislation.
