USAID GOVERNANCE AND LOCAL ACCOUNTABILITY (HOVERLA) ACTIVITY


USAID Governance and Local Accountability (HOVERLA) Activity assists the Government of Ukraine (GOU) to progress and strengthen decentralization reform by supporting local governance institutions to become more self-reliant, accountable to citizens, and able to provide services effectively. USAID HOVERLA also assists GOU in clearly defining levels of government, respective authorities, and their responsibilities.

DAI is implementing USAID’s $150M flagship local governance and decentralization support HOVERLA Activity with a period of performance from March 19, 2021, through March 18, 2027. The Activity is structured on a hub and spoke approach with a project office in Kyiv and seven regional offices supporting 11 oblasts and 103 municipalities. USAID HOVERLA aims to effect transformative changes in local governance systems and strengthen the institutional capacity of local bodies and their leaders to implement their mandated competencies effectively.

 

OBJECTIVES

USAID HOVERLA Activity assists GOU in developing a strong legal framework for local governance that provides an appropriate balance of authority and responsibility between local self-government institutions and subnational and national executives. The Activity also supports sectoral and fiscal decentralization to ensure local government accountability, effective citizen engagement, and oversight through the following three objectives:

Objective 1: Ensure Ukraine’s local self-governance system is increasingly institutionalized and effective.

Objective 2: Facilitate more self-reliant subnational governance.

Objective 3: Create mechanisms to allow citizens to play an increasingly influential role in local governance.

 

KEY PARTNERS

USAID HOVERLA closely works with multiple GOU institutions such as the Ministry of Communities, Territories and Infrastructure Development and the Verkhovna Rada. USAID HOVERLA also cooperates with other USAID and donor-funded projects to provide relevant and timely technical assistance.

National level: Presidency, Cabinet of Ministers, Ministry of Communities, Territories and Infrastructure Development, Ministry of Digital Transformation, Verkhovna Rada (Parliament)

Regional level: Oblast Administrations, Rayon Administrations, Municipality Councils

Other Institutions: National Institute for Ukrainian Civil Service, Universities, State Emergency Service, Local Government Associations

 

GOALS

1. USAID HOVERLA supports decentralization reform:

  • to help Ukrainians improve their quality of everyday life
  • to make local government transparent, accountable, and accessible to communities

2. USAID HOVERLA supports the local self-governance in the implementation of their new mandates and responsibilities provided by decentralization reform

3. USAID HOVERLA assists the Government of Ukraine further in developing a strong legal framework for local governance to consolidate the irreversibility of the reform

4. USAID HOVERLA supports citizens of communities to increase their influence in local governance
