How will the local hromadas get not only authorities, but also appropriate resources in the result of the reform implementation?
In the old system, local self-government bodies have always been in minor positions. They were liable, but not provided with tools.
The concept of the reform and proposals for the amendments to the Constitution make it clear: the powers of local self-government bodies must be provided with funds.
Local governments will have, in particular, a share of national taxes (and not just grants). If the local authorities will incur additional costs because of government decisions, they will be also compensated by the state.
The mechanism for allocating taxes between the authorities of various levels and the state will be determined in the amendments to the Budget Code. These processes are modeled together with the Polish experts, who have already made such calculations for the local self-government reform in Poland.
