The core of the transformations offered by the decentralisation reform is as follows: executive bodies and local self-government bodies will finally begin to deal with their appropriate affairs, and people will have the opportunity to form (through elections) local self-government bodies in the hromada, rayon and oblast.

In their turn, local self-government bodies of different levels – hromada, rayon, oblast – will get the powers and necessary resources to exercise them. The responsibility of local self-government bodies for the effectiveness of their work before the voters and for the lawfulness before the state will be introduced.
