Amalgamation of hromadas is primarily based upon the principles of constitutionality and legality, voluntariness, economic efficiency, state support, universality of local self-government, transparency and accountability.
The perspective plan is developed in accordance with the Law of Ukraine "On Voluntary Amalgamation of Hromadas” and the Methodology for the formation of capable hromadas, taking into account the decisions of local councils on amalgamation of hromadas or village, settlement, city councils, that have decided to join the existing AHs or cities of oblast significance, recognised as capable hromadas, in accordance with the legislative changes.
The new version of the perspective plan is submitted for consideration at the regular session of the oblast council.
During January-June 2018, employees of the Oblast State Administration carried out more than 150 working visits for the purpose of carrying out informational and explanatory work on the implementation of the reform of local self-government and territorial organisation of power, as well as provided 60 consultations to heads of village councils, where the relations in the process of voluntary amalgamation of hromadas are not regulated.
In addition, following the instructions of Oleksandr Fishchuk, head of the oblast state administration, each rayon of the Chernivtsi Oblast held a discussion of the draft perspective plan for the formation of hromadas of the Chernivtsi Oblast within its entire territory with the participation of MPs of Ukraine, deputies of the oblast council, heads of rayon state administrations, rayon councils, AHs, village, settlement, city councils, representatives of structural subdivisions of the oblast state administration and the Chernivtsi Local Government Development Centre.”
The perspective plan for the formation of hromadas of the Chernivtsi Oblast within its entire territory, set forth in the new version, envisages establishment of 44 AHs, of which 32 have already been formed and 12 are at different stages of formation.
