Retaining deputies and attracting doctors. How Vapnyarska AH appeases personnel hunger

The Vapnyarska AH is one of the first hromadas in the Vinnytsia Oblast to join the decentralisation path. In August 2016 the rural settlement of Vapnyarka and the village of Kolodenka with a population of just over 8 thousand citizens amalgamated. This year, three more villages plan to join the AH. After hromada establishment, the AH budget has significantly increased: if in 2016 it amounted to UAH 6.8 million, then in 2017 the budget made up UAH 38 million. Roads and schools are repaired there, gym is being equipped with warm floor, water supply pipes laid 130 years ago are planned to be reconstructed, and a video surveillance system is to be installed for citizens’ safety. However, development is not possible without skilled personnel, whose lack is one of the main problems of AHs. Hromadas come short of local doctors and local self-governance specialists. Even two deputies of the Vapnyarska AH went to work in Europe.
