Administrative Service Centre opened in Starobohorodchanska amalgamated hromada with support of U-LEAD with Europe Programme On 28 December, a new ASC was opened in the village of Stari Bohorodchany in the Ivano-Frankivsk Oblast, with the support of the Ukrainian and Swedish experts. Over 6,000 hromada residents have received access to the most popular administrative services in the hromada, i.e. subsidy issues, real estate registration, land management, social protection, Civil Status Registration Office services, etc.

The U-LEAD with Europe Programme assisted the hromada in the institutional establishment of the ASC, premises’ reconstruction, as well as equipment of the centre with furniture and modern technology with specialised software. Before the new ASC appeared in the hromada, the residents had to overcome the distance from 5 to 15 km to the nearest administrative service centre. The ASC of the Starobohorodchanska AH will employ 6 specialists who have completed advanced training, specially developed by the experts of the Programme. The service fee will be paid to the hromada budget.

Susanna Dellans, Project Manager of the U-LEAD with Europe Programme’s Support to Improved Administrative Service Delivery, said:“We are pleased that the new centre has been established, taking into account the Swedish experience of convenient and accessible administrative service delivery. The implemented ASC model is flexible and maximally adapted to the current needs of the hromada. We are sure that the quality of administrative service provision to the population will be high.”

Yaroslav Zderka, head of the Stari Bohorodchany village council, expressed his gratitude to the U-LEAD with Europe Programme for its help, and noted that the main goal of the creation of such a centre is to work effectively in order to provide fast and high-quality administrative services to every citizen of the hromada.

On the eve of the opening, the residents were informed about the features of the ASC work, its advantages, rights and obligations of employees and consumers of services. The Centre is accessible to people with disabilities and has a children’s indoor play corner.

It is worth reminding that 26 ASCs will be opened in Ukrainian amalgamated hromadas within the framework of the U-LEAD with Europe Programme which aims at improving the delivery of local administrative services. The best practices for creating and improving the delivery of administrative services that are tested and implemented in the pilot hromadas of the inception phase will be applied to all ASCs to be opened or modernised within the next phase of the Programme. That is at least 600 ASCs by the end of 2020.
