The draft Law of Ukraine “On Prefects” should be completed in the nearest time. The statement was made by the First deputy Minister of regional development, construction, and housing and communal services of Ukraine, Vyacheslav Negoda during the discussion of the draft Law of Ukraine “On Prefects”, which took place in Minregion and involved the members of Minregion workgroup, representatives of Verkhovna Rada of Ukraine, Administration of the President of Ukraine, All-Ukrainian associations of local self-government bodies, and experts.

“Before parliamentary voting for amendments to the Constitution on decentralization we need to have a thorough understanding of what the institution of prefects is”, the First deputy Minister noted.

In their turn, the experts used the example of France to stress the need for creation of the national school of prefect training in Ukraine. “French professionals are willing to share their experience and provide assistance in preparation of training programme”, Vyacheslav Negoda added.

We should remind that Ukrainian delegation took a training visit (study trip) to France. The visit, titled “Legislative support and practical aspects of functioning of prefect institution in France”, was organized by the Council of Europe jointly with Ecole Nationale d’Administration (ENA).

The draft law provides that the first prefects shall be appointed through selection of candidates on competitive basis. At the same time, a candidate pool of potential future prefects shall be formed.
