Defining an evidence-based territorial basis for the local self-government and executive bodies activity is a key task of the reform of the local self-government and territorial power organisation. Hromada formation, the basic level of the local self government is undergoing its final phase. Forming administrative and territorial units of the sub-regional level is a topical issue now.

That having been considered, the MinRegion held a video-conference, aimed at discussing topical issues of forming administrative and territorial units of the sub-regional level, jointly with the parliamentary Committee on State Building, Local Governance, Regional and Urban Development, representatives of 24 regional state administrations, associations of local self-government bodies, people’s deputies of Ukraine, scientists and experts (over 60 participants in total).

‘14 regions have already prepared their vision of the future rayons on their territory. So, we are ready for the discussion. This week we are starting similar video conferences with each region separately, involving all the parties concerned. If it is necessary, we’ll hold consultations daily, as not later than in April we have to jointly prepare a bill on the administrative and territorial arrangement of the sub-regional level’, emphasized Vyacheslav Nehoda, Deputy Minister of Communities and Territories Development of Ukraine.
