On 28 November, a new mobile Administrative Service Centre established with the support of the U-LEAD with Europe Programme started working in the city of Mohyliv-Podilskyi of the Vinnytsia Oblast. The mobile office will provide the most necessary service groups to 63,000 residents of 52 settlements in the Mohyliv-Podilskyi Rayon. Before this, residents of remote villages and settlements of the rayon had to overcome about 30 kilometers to the rayon centre to get necessary services, such as registration of birth, proprietary rights to immovable property, registration of legal entities and intividual entrepreneurs, social and pension services.
The mobile Administrative Service Centre is a specially equipped car, which has places for two administrators and three visitors, operating as a stationary ASC and providing services in the one-stop shop format directly in towns and villages. The “ASC on Wheels” is also equipped with a mobile suitcase for delivering services at home and with a ramp for delivering services to people with disabilities.
The main stationary ASC of Mohyliv-Podilskyi, which is joint for the city and rayon, was modernised with the support of the U-LEAD with Europe Programme: the list of services was expanded, and all 12 employees of the Centre passed advanced trainings. The mobile and stationary ASCs of the city received the “Vulyk” software complex for ASC developed by the EGOV4Ukraine Project within the framework of the U-LEAD with Europe Programme. The hromada renovated the ASC premises, equipped the Centre for the needs of people with disabilities, purchased some appliances and setb up a garage for the mobile ASC.
Petro Makarenko, Regional Coordinator of the U-LEAD with Europe Programme, noted: “We are pleased that, through partnership and fruitful cooperation with the city of Mohyliv-Podilskyi, over 60,000 residents have access to quality and comfortable administrative services, even in the most remote corners of the rayon. I believe that the new mobile ASC, as well as the modernised stationary ASC, will create an efficient system of service delivery, and from now on every resident will be able to get all necessary services.”
Petro Brovko, Mohyliv-Podilskyi City Head, said: “Due to the cooperation with the Programme, our hromada received a modern and comfortable mobile Administrative Service Centre, in which residents of our hromada can receive services in a convenient and quality way. I am convinced that our hromada will show great results, and we will continue to expand the list of services, provided by the mobile ASC, and the territory of their provision."
It is worth reminding that within the Roll-out Phase of U-LEAD with Europe's Support to Improved Administrative Service Delivery, up to 10 mobile ASCs will start their work in different oblasts of Ukraine.
