Modernised ASC of Khust city to provide over 130 services

On 30 October the city of Khust in the Zakarpattia Oblast hosted an opening of a proper ASC, modernised with the support of the U-LEAD with Europe Programme. More than 30,000 residents have access to quality administrative services in comfortable conditions.


The city authorities cooperated with the Programme in the institutional establishment of a proper ASC and received a complete arrangement of 15 workplaces and an electronic queue system. All ASC employees passed advanced training developed by the Ukrainian and Swedish Programme experts.

Ihor Brahilevych, regional specialist of the U-LEAD with Europe Programme: “We congratulate Khust residents on opening of a proper administrative service centre. Now, every hromada resident will be able to get the services they need quickly and efficiently in one premises. We hope that the proper ASC of the city of Khust will be another step on the way to a service state and will make communication of citizens and authorities convenient and effective.”

The local government purchased two sets of equipment for the ASC register and issue foreign passports, renovated the premises and equipped it for the needs of people with disabilities. The modernised ASC has significantly expanded the list of services and continues to work in this direction.

Volodymyr Kashchuk, Mayor of Khust: “I am grateful to the European Union, the U-LEAD Programme for their comprehensive assistance in modernising the administrative service centre into the proper one. I hope that our cooperation with international donors will continue in other areas important for strengthening local authorities and improving the quality of life of the residents.”

The Zakarpattia Local Government Development Centre became a partner in the proper ASC establishment. Ivan Demyanchuk, director of Zakarpattia LGDC, said: “For the first time since the opening of the Administrative Service Centre in Tyachivska AH in 2017 with the assistance of the U-LEAD with Europe Programme, we again have the opportunity to visit the opening of a modern ASC, modernised following the best European experience. I sincerely congratulate the residents of Khust with such an event and heartfully thank the Programme for taking into account the circumstances that were in our oblast and for allowing us to submit not only current but also potential Zakarpattia Oblast AHs to participate in the competition.”
