On 14 August, the Cabinet of Ministers of Ukraine approved amendments to the current legislation initiated by the Ministry of Economic Development to improve the work of administrative service centres (ASCs), their territorial units and remote workplaces of administrators.

The governmentally approved resolution, among other things, envisages amendments to the Model Provisions and Regulations of the Administrative Service Centre – in particular, it introduces a mandatory norm for the Centers to be equipped with information terminals and other software and self-service tools for citizens.

ASCs and territorial units should be located on the first or second floor of the buildings and be equipped with a complete set of necessary means for low-mobility groups to access the premises.

The governmental resolution regulated establishment and operation of the territorial unit or remote workplace of the ASC administrator (including the one formed in theamalgamated hromada), as well as the issue of administrative service delivery by starostas as administrators with a remote workplace.

Thus, in particular, the decision to create a territorial unit or a remote workplace of the ASC administrator is made by the same body that established the administrative service centre itself, depending on the needs of the population living on the territory of the settlement or hromada. Administrator’s remote worksplace can be mobile – to be able to receive citizens remotely an administrator must be provided with a full set of necessary technical means.

“The administrative service centres need to be closer to the people. Not only to be territorially close to the smallest village, but also to have information terminals, means of access for low-mobility groups, i.e. for retirees, parents with baby carriages and others. Therefore, we pay great attention to the efficiency of remote workplaces, which should be full-fledged administrative service centres. Especially in AHs and remote regions of Ukraine,” said Stepan Kubiv, First Vice Prime Minister – Minister of Economic Development and Trade.
