U-LEAD with Europe: Ukraine – Local Empowerment, Accountability and Development Programme
Ukraine – Local Empowerment, Accountability and Development Programme, in short U-LEAD with Europe, is a partnership of the Ukrainian government and the European Union and its member states Germany, Poland, Denmark and Slovenia to support the establishment of a multi-level governance that is transparent, accountable and responsive to the needs of the population of Ukraine.
The purpose of the Programme is to strengthen the capacities of key actors and stakeholders at national, regional and local levels in order to enhance local self-government in municipalities, also during the times of war and recovery.
U-LEAD’s work has a positive impact on the lives of the Ukrainian people because we empower municipalities to take inclusive and transparent decisions, deliver quality local public services and implement effective local development policies.
During the most difficult times of war and recovery, U-LEAD continues to provide essential knowledge, advice and equipment which helps Ukrainian municipalities to cope with the consequences of the war and increases their resilience in the medium- and long term.
U-LEAD with Europe has 24 Regional Offices and works with municipalities all over Ukraine.
WORK DIRECTIONS OF THE PROGRAMME
U-LEAD with Europe is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and has more than 180 employees, engaged in the following areas to make municipalities more resilient:
- U-LEAD conducts political and legal consultations to strengthen the capacity of key actors at the national and local levels in the management and implementation of local self-government reform, supporting transparency and integrity and harmonizing the reform with regional policy and sectoral reforms in the context of Ukraine's reconstruction and its preparation for EU membership.
- U-LEAD helps municipalities adapt to modern challenges by providing trainings, consultations and other capacity building activities covering important and relevant topics of their work in the conditions of war and post-war recovery.
- U-LEAD supports local governments in the planning, coordination and implementation of reconstruction activities, facilitates cooperation between the EU and Ukrainian municipalities, supports the implementation of municipal projects, digital transformation at the local level, and improves access to education at the local level through schools’ reconstruction and creation of the digital learning centres.
- U-LEAD is adding to municipalities’ resilience by providing them with construction materials, essential tools and municipal vehicles. At least 100 municipalities located in war-affected regions of Ukraine that have sustained severe damage and destruction will receive support in repair and small-scale reconstruction.
