Comment on the public statement of town heads and experts on the draft amendments to the Constitution

In order for the discussion of the draft amendments to the Constitution regarding decentralisation to proceed like a dialogue, I must respond to the theses of the public statement made by mayors, town and village heads, AH chairmen and decentralisation of power and local self-government issues' experts, published recently.
