This was announced today by Hennadii Zubko, Vice Prime Minister – Minister of Regional Development, Construction, Housing and Communal Services of Ukraine, T the educational conference "New Ukrainian School: Start of the Reform, Participation of Hromadas". In the national “Decentralisation” project we consider education primarily from the point of view of investment direction. We do not consider education as state budget expenses. The state subvention is allocated to the ground as an investment to develop educational infrastructure and formation of a capable network of hub educational institutions, stated Hennadii Zubko, Vice Prime Minister – Minister of Regional Development, Construction, Housing and Communal Services of Ukraine, during the educational forum.
"Today in Ukraine there are 545 hub schools, of which 234 are located inamalgamated hromadas. So when we talk about the quality of education on the ground, formation of hub institutions and development of the New Educational Space, we need to clearly understand how this network will operate in Ukraine, how to ensure its financial sustainability, effective use of educational subvention and necessary infrastructure. MinRegion and the Ministry of Education and Science are already developing a methodology and recommendations that will enable the formation of a capable network of educational institutions. This will be a clear route map for school administrators and school principals, who will understand their responsibility in this system," said Hennadii Zubko.
"Our first steps to form a capable network of educational institutions include the development of a new version of the Provision on the educational district with the New Educational Space definition, Provision on the Hub Educational Institution and Methodology for the Formation of a Network of Educational Institutions. This approach will allow creating a new educational environment in Ukraine – an educational HUB, where children would develop comprehensively, from studying compulsory school curriculum to visiting various interest clubs," Mr Zubko noted.
He also emphasised that MinRegion is ready to join the work on the formation of a regional order to educational institutions.
The official also reminded that 803 AHs were formed in Ukraine with high-quality management teams on the ground. There is ongoing work on the formation of a perspective AH network. The perspective plans include 1206 AHs that should cover 76% of the territory of Ukraine. A capable ASC network has been developed with 767 ASCs currently operating. The Methodology for the formation of a primary healthcare network in rural areas is approved and a well-established network is established.
