In 2017, the surplus of local budget revenues to 2016 amounted to 31% or UAH 45.3 billion. Only 9 local budgets did not reach the level of the previous year. This testifies to the efficiency of decentralisation, in particular, its sectoral direction, emphasised Hennadii Zubko, Vice Prime Minister – Minister of Regional Development, Construction, Housing and Communal Services, commenting on the results of the implementation of local budgets over 2017.
According to him, in 2017, the general fund of local budgets received UAH 192 billion, or 107% of allotments, approved by the relevant councils. He noted that only 40 out of 998 local budgets, having a relationship with the state budget, did not ensure the implementation of the planned indicators.
“21 oblasts provided growth rates above average in Ukraine. The Ternopil, Vinnytsya, Ivano-Frankivsk, Khmelnytskyi, Volyn, Zakarpattya, Kherson, and Kirovohrad Oblasts showed the highest rates,” said Mr Zubko.
He informed that budget revenues from land payment increased by 13% (UAH 3 billion). In 22 out of 25 regions the growth rates according to the mentioned criterion are above the average in Ukraine. The highest ones are observed in the Zhytomyr, Zakarpattya and Ternopil Oblasts.
According to Hennadii Zubko, local budget revenues from personal income tax grew by 39.3% (UAH 31.1 billion). “In 18 out of 25 regions the growth rates for this indicator are above the average in Ukraine. The highest rates are observed in the Ternopil, Ivano-Frankivsk, Chernivtsi, Vinnytsya, Kherson, Volyn, Khmelnytskyi, Zakarpattya and Kirovohrad Oblasts,” he said.

Revenues from the single tax in 2017 increased by 35.7% (UAH 6.1 billion). In 15 out of 25 regions the growth rates are above the average. The Zakarpattya, Ivano-Frankivsk, Rivne, Volyn Oblasts have the highest rates.
The general fund of local budgets increased to UAH 29.6 billion (42.1%) in 2015 compared with 2014, and to UAH 48.4 billion (49.3%) in 2016 compared with 2015.
