On August 28 a scheduled meeting of the Central Electoral Committee was held by the Commission Head Mykhaylo Okhendovsky.
Having considered the respective applications from Donetsk and Lugansk military-civil oblast administrations, the Commission has taken into consideration the list of raion, city, district (in cities), village, and settlement councils of Donetsk and Lugansk oblasts, where the coming elections of deputies and respective village, settlement city heads, were NOT SCHEDULED for October 25, 2015, according to the Decree of Verkhovna Rada of Ukraine of July 17, 2015, #645-VIII “On Appointment of Scheduled Elections of Deputies of Local Councils and Village, Settlement, City Council Heads in 2015”. The aforementioned councils are located on territories, which Verkhovna Rada considers to be temporarily occupied. In Donetsk oblast there are 125 of such councils, in Lugansk oblast – 146.
The question of IMPOSSIBILTY of holding of local elections of deputies of certain raion, city, district (in cities), village, settlement councils of Donetsk and Lugansk oblasts, as well as respective village, settlement, city council heads, will be considered by the Central electoral commission separately, before the announcement of the launching of electoral process of local elections of October 25, 2015. The Commission’s decision regarding these issues will be based on applications from Donetsk and Lugansk military-civil oblast administrations, because, according to the legislation, submission of respective information is placed within the competency of the aforementioned bodies.
Beside that, having considered the respective decisions of Kyiv and Khmelnytsky oblast councils, the Commission established, that at the time of their submission, there were no legal grounds for announcement of electoral process for the first elections of deputies of Gostomel settlement and Bucha city councils of unified territorial communities, Gostomel settlement council head and Bucha village council head, as well as deputies of Netishyn and Slavuta city councils of unified territorial communities, and Netishyn and Slavuta council heads, respectively.
Beside that, having considered the decisions of Volyn, Dnipropetrovsk, Znytomyr, Ivano-Frankivsk, Kirovograd, Odessa, Poltava, Khmelnytsky, and Chernivtsi oblast councils on creation of unified territorial communities and scheduling of the first elections of deputies of village, settlement, and city councils of these unified territorial communities, as well as respective village, settlement, and city council heads, in respective oblasts, the Commission announced September 5, 2015, the launching date of electoral process of the aforementioned local elections. The elections will take place in 74 unified territorial communities of the listed oblasts.
A Calendar plan (schedule) of the key organizational activities on preparation and holding of the first elections of deputies of village, settlement, and city councils of these unified territorial communities, as well as respective village, settlement, and city council heads on October 25, 2015, was also approved.
The Commission established the sizes of monetary deposits for candidates, running for the post of a city council head, as well as for electoral list of candidates, running for city council deputies in multi-mandatory electoral constituency within the limits of Volyn, Kirovograd, Odessa, Poltava, Khmelnytsky, and Chernivtsi oblasts. The amount of a monetary deposit is established within the limits between 288 and 1 481 UAH, depending on the number of voters in a given settlement as of August 1, 2015.
Beside that, the Commission registered the people’s deputy of Ukraine, elected during the interim elections of a people’s deputy of Ukraine of July 26, 2015 in the separate electoral constituency #205, S.I.Berezenko, born 1984, residing in the city of Kiev member of PARTY “PETRO POROSHENKO BLOCK “SOLIDARNIST” (SOLIDARITY)”, nomination subject – “PETRO POROSHENKO BLOCK “SOLIDARNIST”.
The Commission approved the Clarification of the order of production of ballots for election of deputies of Verkhovna Rada of the Autonomous Republic of Crimea, oblast, raion, city, district (in cities) village, settlement councils, village, settlement, city council heads, elders of villages and settlements for voting in respective electoral constituencies, their submission to respective territorial and district electoral commissions, as well as establishment of the form of electoral documents for issuance and acceptance of electoral ballots.
The order of registration of official observers from foreign states, international organizations at the elections of deputies of Verkhovna Rada of the Autonomous Republic of Crimea, oblast, raion, city, district (in cities), village, settlement councils, village, settlement, and city council heads, as well as elders of villages and settlements, was approved.
The Commission submitted the Order of financing of production of the lists of voters and personal invitations by the bodies responsible for compiling of the State register of voters for preparation and holding of voting at the local elections to the Cabinet of Ministers of Ukraine.
Changes were introduced into the list of ordinary and special electoral districts, created on a regular basis by the decree of the CEC of April 12, 2012, # 66.
Beside that, changes were introduced into the list of foreign election districts, created on a regular basis by the decree of the CEC of April 12, 2012, # 67.
The Commission introduced changes into the List of single-mandate electoral constituencies, created on a regular basis by the decree of the CEC of April 28, 2012, # 82 “On Creation of Single-mandate Electoral Constituencies on a Regular Basis within the Limits of Autonomous Republic of Crimea, oblasts, cities of Kiev and Sebastopol”.
Some changes were introduced into the decree of CEC of August 10, 2015, # 163.
Having considered the respective application of the executive committee of Lviv city council, the Commission temporarily closed the special election district # 462033, created on a regular basis with the decree of CEC of April 12, 2012, # 66 “On Creation of Ordinary and Special Electoral Districts on Regular Basis”, until June 30, 2016.
Beside that, the Commission made a decision to transfer several units of technical equipment of video surveillance, recording, and image broadcasting from the competency of the Central electoral commission to the competency of the State service of special connection and data protection of Ukraine. At the same time it included four employees of the Commission Secretariat into the commission on transfer of the assets.
At the closing of the meeting a current issue of functioning of the State register of voters was considered.
