For information:

The survey was conducted using telephone interviews and covered more than 3,000 respondents from two target groups:

  1. general population of Ukraine and
  2. internally displaced persons (IDPs),

which is sufficient to obtain a representative sample for Ukraine.

Its questionnaire was adapted to the context of the Russian Federation's war of aggression against Ukraine and the challenges linked to it.

The survey’s key topics are as follows:

  • “decentralisation” reform: the current state of play, priorities and expectations;
  • situation in local communities: assessment of the current state, dynamics since 24 February 2022, priorities, expectations;
  • opinion on performance of state and local authorities at sub-national levels;
  • participatory democracy;
  • recovery from the consequences of the war, including in de-occupied territories: current state, role of the state and local authorities as well as citizens;
  • public opinion on safety/unsafety and readiness for the winter season;
  • IDPs: satisfaction with support to IDPs, IDPs’ needs, etc.

The Council of Europe Programme "Strengthening Good Democratic Governance and Resilience in Ukraine" is implemented within the Council of Europe Action Plan for Ukraine "Resilience, Recovery and Reconstruction" (2023-2026) by the Centre of Expertise for Multilevel Governance at the Secretariat of the Congress of Local and Regional Authorities of the Council of Europe
