U-LEAD invites you to participate in the unique training program "Steps for Specialists. Onboarding into Municipal Service"

This onboarding program will teach about the legal basis of local self-government and everything necessary to comfortably enter the professional activity and carry it out effectively.


What is it?

"Steps for Specialists. Onboarding into Municipal Service" is a comprehensive onboarding training program for newly appointed LSG employees appointed to the position no earlier than February 1, 2024, and who had not previously worked in the local self-government.

What is it about?

Everything that a new LSG employee needs to comfortably enter professional activity and perform it effectively. You will learn about the legal basis of local self-government, the distribution of powers according to the principle of subsidiarity; the legislative framework in the field of organizing labor relations in local self-government bodies, approaches to personnel work; features of building effective internal and external communication; creation of conditions for stable work of the local self-government body; the basics of the budget process, management of budget funds and implementation of budget programs by executive bodies of councils.

For whom?

For the newly appointed LSG employees:

  • HR specialists of the councils and executive bodies (I category specialists, II category specialists, lead specialists, chief specialists)
  • employees of local financial bodies and executive bodies of councils who are in charge of budget and economic planning
  • employees of legal services (departments), other LSG officials

40 participants will be invited to participate through open selection.

Why is the program unique?

The intensive month-long program contains answers to topical issues of professional activity, based on real cases; incorporates both theoretical and practical components; enables to improve skills and work out joint approaches while working in mini-groups on preparing decisions, personnel documents, to develop soft skills and others. After the training the participants will feel more comfortable and confident, will be able to perform their professional activity effectively.

Duration – 5 weeks starting from September 10, 2024.

In case of successful completion of the training program the participants will receive certificates

How to participate?

To participate in the programme you should fill in the application form and send it to the email address regops.u-lead@giz.de by 6:00 pm, August 9, 2024, indicating "Onboarding_2.0. Municipality name_oblast" in the subject of the message in MS Excel format.
